GREYHAWK was hired to provide design phase commissioning services as part of the Pennsylvania State Police Academy and Bureau of Emergency and Special Operations (BESO) Modernization project. Part of a larger pilot project the Pennsylvania Department of General Services (DGS) is undertaking to develop alternative and more efficient project procedures and delivery methods, the project emphasizes Lean principles focusing on collaboration and continuous improvement while delivering customer value through streamlined processes. The project involves pull planning, target value design, continuous estimating, and big room teaming events.
The project scope intends to modernize the Academy and BESO and improve site flow to accommodate modern law enforcement training, improve security, and meet current life, health, and safety standards. The project addresses the following Academy spaces: site, housing, dining, classrooms/training, physical fitness, administration, site accessibility, and parking. Renovation of the former Applehurst Office Building and demolition and renovation of existing facilities are included in the scope. Within the BESO, improvements will affect the mounted police unit/stable, academic area, administrative area, Special Emergency Response Team (SERT), Hazardous Device & Explosives Section (HDES), electronic surveillance and security unit, garage, and 100-yard rifle range. Completion is phased over the next 5 years.
GREYHAWK will commission several different types of mechanical systems designed to provide efficient, sustainable, and environmentally friendly functionality and a high-quality aesthetic amongst the diverse group of buildings on campus.
