GREYHAWK provided schedule delay analysis on behalf of National Engineering and Contracting Co. (now Balfour Beatty), general contractor for rehabilitation of a four-lane, double-leaf bascule bridge. Significant project delays occurred during detailing fabrication of the new bascule leaf components and as a result of deteriorated concrete and other unforeseen conditions. At project completion, two years behind schedule, the City of Toledo and Balfour Beatty initiated a Martin Luther King, Jr. Memorial Bridge1 million claim against the designer to recover cost overruns related to the delay. They engaged GREYHAWK to assist with determining, quantifying, and analyzing issues and impacts.
GREYHAWK performed a detailed claims analysis including developing a day-by-day as-built schedule, identifying the as-built critical path to project completion, and identifying, quantifying, and assessing responsibility for delays. This analysis contributed to a successful resolution in mediation.
