GREYHAWK Restructures, Forms ESOP, and Names Ronald C. Kerins, Jr., President

GREYHAWK is pleased to announce that it has restructured from an LLC into a holding corporation with an Employee Stock Ownership Plan (ESOP). Former Principal/Financial Manager, Ronald C. Kerins, Jr., CCM, LEED AP, has been named President. Former Principal Charles F. Boland, PE, has been named Chairman of the Board. Former Principal/Operations Manager, Charles J. Caramanna, PE, BCxP, CCP, LEED AP, has been named Corporate Secretary.

“GREYHAWK leadership saw restructuring into an ESOP as the best option to allow for increased ownership among all of our employees, while ensuring that our succession planning can take place from within the organization,” explained Kerins. “GREYHAWK will continue to deliver the same high level of construction services, and now every HAWK has a vested interest in our success.”

Buena School District
Buena Regional School District in Buena, N.J., hired GREYHAWK as Program/Project Manager for a $32 million construction referendum. The "Bridge to the Future" project consists of additions, renovations, and site work at the district's high school, middle school, and three elementary schools designed to modernize learning environments, increase safety and security, and improve community access.

Scheduled to start over Spring Break 2022, the project will continue to the end of the calendar year. To date, GREYHAWK has awarded the projects for two of the elementary schools and the high school re-roofing project. In the next two months, GREYHAWK will receive bids for the high school fields renovation project, which includes new artificial field turf, synthetic turf resurfacing, new tennis courts, bleachers, and press box; high school renovations and additions; and the remaining elementary school scope.

Covid-19 Pandemic
The Covid-19 pandemic is quite literally the ‘hundred-year storm’ of pandemics, affecting virtually every aspect of life. The construction industry has been no exception. GREYHAWK’s experience with, and on, projects during the pandemic indicates a range of impact – from very minimal to almost complete disruption. In almost all cases, the impact caused both labor inefficiencies and schedule delays. Quantifying impact has been the biggest challenge.

In typical delay and disruption claims, impact is measured through a schedule delay analysis using any one of several prospective or retrospective methods to discretely identify and quantify the impacts. This can be done by careful analysis of an as-built schedule to identify activities or groups of activities that experienced delay; or delays can be modeled using unique schedule activities or fragnets. The global, variable, and dynamic nature of Covid-19’s effects on construction makes it not only impractical, but virtually impossible, to discretely determine the impact attributable solely to the pandemic on any specific activity, area, or type of work at any specific time.

As such, different approaches and methods may have to be mixed and matched for a single comprehensive analysis. For example, a measured mile approach (i.e., comparing the cost of impacted work with the cost to perform similar unimpacted work) may be appropriate for certain activities for which labor and installation rates are available. Industry-specific studies may be required for other types of work on the same project.

Eventually, such analyses will be put to the test in front of judges, juries, or arbitrators who may find favor with one approach over the other. As in all such matters, one should start by choosing a skilled and experienced consultant familiar with the various analytic approaches and their appropriate and correct application.

PA State Police Academy
GREYHAWK was hired by the Commonwealth of Pennsylvania Department of General Services (DGS) to provide commissioning services for the PA State Police (PSP) Academy and Bureau of Emergency and Special Operations modernization project. The project will modernize facilities and improve site flow to accommodate law enforcement training; improve security; and meet current life, health, and safety standards. The project is part of a larger DGS pilot to develop alternative and more efficient project procedures and delivery methods, including Lean principles focusing on collaboration and continuous improvement. The scope will deliver customer value through streamlined pull planning, target value design, continuous estimating, and big room teaming events. GREYHAWK is currently providing HVAC building commissioning services during the pre-construction phase.

Newest HAWK Construction Manager Matthew Kelly brings three years of experience on multi-million-dollar projects for a general contractor to his new role. The Temple civil engineering grad supports project and construction management assignments by providing on-site oversight, project controls, and documentation. He is currently working on the Community College of Philadelphia project.
